The special election to fill the Massachusetts Senate seat of the late Edward M. Kennedy could decide the fate of President Obama's health overhaul bill. If Republican Scott Brown wins, he has vowed to become the key vote needed to block a final version of the bill from reaching the president's desk. That has left Democrats scrambling to ready a Plan B.
