Preschool Special Education (special instruction and related services) is provided to young children, ages three through five, who qualify under the Individuals with Disabilities Act (IDEA, Part B, Section 619).1 School districts provide these services to all eligible children at no cost to their families, and in the Least Restrictive Environment (LRE).1 LRE refers to preschoolers with disabilities receiving services in typical community-based early childhood settings and programs whenever possible, and only going to non-integrated settings away from typical peers when their individual needs require it.1
Services are determined through the Individualized Education Plan (IEP) process with annual goals, objectives and evaluation criteria determined by a team comprised of professionals and parents.2
Preschool children receiving special education services have a documented delay in one or more of the following areas: communication, vision, hearing, motor skills, social-emotional/behavioral functioning, self-help skills and/or cognitive skills.2
